The people of the state of West Virginia endorsed the Lottery Amendment to the State Constitution by voting in its favor, and the first event took place on November 6, 1984. For this amendment, the votes counted made up about 67% in favor, from the total.

Then, in April of 1985, the Legislature of West Virginia authorized the Lottery Act. This act was signed into legalization by Governor Arch A. Moore, Jr. one month later in May. Then, the tickets started being sold by lottery agents and bought by the general public on January 9 the next year, about seven months after the legalization. It is a surprising fact that for a lottery so new to the game, the WV lottery managed to sell more than 1.5 million instant tickets on the very first day. These tickets were for “West Virginia Jackpot” which is now known as West Virginia Lottery’s first every instant game. The highest prize for this instant lottery game was $5,000.
